The end of performance management?

Public Management scholars are increasingly critical of performance management systems in the public sector. Performance indicators lead to gaming and perverse effects at the frontline. Performance management obscures societal relevance of public services.  It also fosters a production logic that drives out creativity. Think of the academic who would pursue a truly brilliant and innovative idea, but decided to write another article instead. Since the critique on performance management is so fundamental, we need to ask whether this would mark the end of performance management. Should we pursue results-based management given these fundamental limitations? Or should we do away with all that? This lecture will discuss the challenges to performance management. Yet, it will also offer a ray of hope for performance management in the future.
