New Novel Food – Taking a closer look at Regulation (EU) 2015/2283

The VUB Food Forum, launched in 2014 by the university’s Research Group on Law, Science, Technology & Society (www.vub.ac.be/LSTS/food-forum), in cooperation with the Institute of European Studies (www.ies.be) is organising another food-related policy forum. In December 2015, the Union legislator adopted Regulation (EU) 2015/2283, thereby reforming the legal framework for novel foods marketed in Europe. Until 2018, the Regulation will entirely replace its 1997 predecessor Regulation. It re-defines novel food and introduces a centralised EU authorisation system with the aim of simplification, promoting new technologies and providing greater legal certainty. European citizens should have a broader choice of food, and Regulation (EU) 2015/2283 is meant to make that easier.

The policy forum convenes policy makers, stakeholders and academics to take an interdisciplinary look at the new law and to consider some of the questions that will be raised in the law’s implementation phase such as:

How will the centralised authorisation system work?

  • What role for the Commission, EFSA, the Member States and third countries as well as applicants?
  • Tertiary law: What timetable for the adoption of implementing acts and the delegated act on nanotechnology?
  • What are the advantages for consumers?
