The role of technological innovation to mitigate and adapt to climate change has received growing interest in recent years. In order to grasp the interdependencies of innovation in such complex settings scholars have been deploying innovation system (IS) frameworks building on theoretical underpinnings of evolutionary economics with positive (reinforcing) and negative (diminishing) feedback mechanisms.

We contribute to the literature through a more comprehensive analysis of the policy-finance-innovation interdependencies.

Our results show one theoretical and one empirical finding:
theoretically, the emphasis of IS scholars might warrant some counterbalancing of possible negative feedbacks to well-intended policies – which can only be understood in a systemic approach; empirically, we find that in interdependent systemic relationships, particular measures and policies can lead to unintended consequences – they neutralize one another/cancel out one another, leading to a “waste” of economic resources.
