The constructive turn conceives representation that starts with representatives, evolves in a process of framing an issue, and develops within a context. In this light, this study focuses on a party-led organization which is the most prominent representative of women’s interests in China, namely the All-China Women’s Federation (ACWF). The questions raised are (1) What is the position of the ACWF in Chinese political system; (2) How does the ACWF produce representation of women’s interests in process; (3) What new insights of representation conducted by the ACWF can be concluded. Accordingly, the objectives are (1) to unpack how Chinese political system considers women’s political representation (context); (2) to trace how the ACWF produces representation empirically (the process of framing); (3) to develop a new interpretation of representation which captures its essence in contemporary practice. The method involves grounded theory approach, case-centered case study, and critical frame analysis. The data collection mainly consists of documents and interviews. And the data interpretation process involves coding procedure contributed by ground theory approach and critical frame analysis.
